REACH and Solvents  Navigating a Complex Regulatory Landscape

The Registration, Evaluation, Authorisation and restriction of Chemicals (REACH) is a regulation adopted by the European Union (EU) aimed at protecting human health and the environment from potential hazards posed by chemicals. Since its inception in 2007, REACH has had profound implications for the chemical industry, particularly for the solvents sector. 1   Registration   Any company producing or importing solvents in the EU in quantities exceeding one tonne per annum is mandated to register the substance with the European Chemicals Agency (ECHA). This process involves a comprehensive dossier detailing the solvent's properties, uses, hazards, and risk management measures.

2   Evaluation   ECHA assesses registered solvents to ensure that the provided information is complete and coherent. The agency also verifies that the risks linked to the substances are effectively managed.

3   Authorisation   Some solvents deemed to be of "very high concern" due to properties like carcinogenicity or environmental persistence may require authorisation for use. Companies must demonstrate that the risks linked with the solvent are adequately controlled, or that the benefits from their use outweigh the potential hazards.

4   Restriction   If a solvent poses an unacceptable risk to human health or the environment, it might be subjected to usage restrictions across the EU.

The influence of REACH on the solvents industry has been multi-dimensional. While it has undeniably introduced a layer of regulatory burden, it has also pushed companies towards innovation. Manufacturers are now more inclined to develop and adopt greener, safer solvents as replacements for traditional, potentially hazardous ones.

Furthermore, REACH emphasizes transparency and communication throughout the supply chain. As a result, end-users are better informed about the solvents in products they use daily, enhancing trust and confidence.
